Moroto district Local Government Development Plan III is the third Five-year Development Plan running from FY 2020/2021 to FY2024/2025. The plan is in line with the National Vision 2030 and aligned to the Third National Development Plan (NDPIII). All the programmes in NDPIII that are implemented in Local Governments have been adopted or adapted and relevant outputs planned for. This plan has a resource mobilization strategy taht encourages all stakeholders in the development process to contribute resources towards attaining the set objectives and development goals.

Local Government Performance Assessment is conducted annually by Office of the Prime Minister using independent consultants and Local Governments are ranked based on performance in Minimum Conditions and Performance Measures. Moroto district performed very well ranking 16th overall in the country and the best in Karamoja sub-region. This means more funds allocation in Sectors that performed well like Health, education and water. The performance is weighted and subjected to the allocation formaulae for Grants especially Sector Development Grants and MultiSectoral Grand (DDEG).
